The Air Transportation Improvement Act (S-82) calls for additional slot allocations (one slot is one take-off or landing right) at Washington's Ronald Reagan National Airport (DCA), New York's LaGuardia Airport (LGA) and Chicago O'Hare International Airport (ORD). In addition, the bill calls for perimeter exemptions at DCA. The perimeter rule currently limits flights flying into or out of DCA to 1,250 miles.

Denver-based Frontier Airlines commenced operations on July 5, 1994. Unlike other airlines, Frontier's low fares do not have a Saturday night stay requirement.
